Dr. Robert Wm Lowry Pastor/ Head of Staff
Robert joined the staff at Westover Hills in January 2023. A native of Little Rock, coming to Westover was a chance to come home for Robert and his husband Brian, a corporate attorney.
Prior to Westover Robert served churches in Michigan, Texas, Louisiana, Mississippi, Arkanas, and Scotland. In addition to his ministry at Westover Hills, he serves on numerous boards in Little Rock and throughout the Presbyterian Church (USA).
Robert and Brian live in the Heights with their corgis Wednesday and Huck.

Rev. Ruskin Falls
Parish Associate
Newly retired following eighteen years of service as pastor for Pulaski Heights Presbyterian Church,
Little Rock, Ruskin joined the Westover Hills staff as Parish Associate in January, 2026.
Prior to serving as pastor for
Pulaski Heights, Ruskin served two other Arkansas congregations: First Presbyterian Church,
Camden, and First Presbyterian Church, Walnut Ridge.
In 2021, Ruskin published a collection of sermons titled Metanoia and Other Sermons. An interview
with Ruskin regarding the book appeared in the November, 2021, Pulaski Heights Herald and can

Tammy Pflug
Treasurer
Tammy was born in Little Rock and graduated from LR Central High School. She has been a member of Westover Hills for 29 years and the Treasurer for around 25 years. At Westover she is active with the Presbyterian Women’s group and serves on the Gathering and Celebrating Ministry committee.
She is on the Board and serves as Treasurer for Little Rock Stewpot and where she also volunteers one day each month. Tammy is also part of the food box team for El Zocalo and volunteers weekly at the Pulaski County Jail as part of our literacy program.

Ulysses has been an indispensable part of Westover Hills for more than 20 years. In addition to keeping our facilites in top condition, he is always ready to greet visitors and members alike with a smile and his signature positive vibe.
Ulysses lives in Little Rock.
